CAMRA will be taking this up with the local planning authorities. For Listed buildings, consent is needed to change signs and we'll be checking that this has been obtained. With other buildings, the controls are less stringent but action using the Advertisement Consent Regulations may be possible, especially if the Council is sympathetic.
